Windows 10 - Can't access folder?

Good afternoon. Windows 10 OS. There is a folder. The folder and its elements are shared with everyone, the attributes are removed, but in the end it still behaves like a system folder and the folder is marked as a system folder, even after changing the attributes.
What is it and how to get rid of it?

And what do you mean removed?
Who is the owner of the folder? The user that you are viewing the folder what permissions does it have?

I am also interested in a similar question. Constantly pops up an access error.
I thought 10 would be much better, but now I doubt whether it is worth leaving it.
