Win7 x64 can't install drivers?

One fine morning, Windows stopped installing drivers for devices (even those that had already connected to the system)
During installation, it says access is denied The
owners of the registry, the windows folder were changed, policies were reset - nothing helped
ProcMon showed the following at the time of the attempt settings
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\services - Maximum Allowed
Content C:\Windows\System32\DriverStore
drvindex.dat

infpub.dat
infstor.dat
infstrng.dat
says Acces Denied for writing (files can be demolished, but the system writes to them does nothing)

I'm sorry, but what do you put drivers on (PC, laptop) and what drivers? What user are you using? Why and what policies did you demolish?
Judging by the fact that the change of the owner did not bring success, then it's not about him. The owner that you now have on system folders and the registry can potentially interfere with identifying the reason for not installing drivers in the future. Revert everything back to default.
Check firewall rules
Check for disabled or missing services such as Windows Installer
Perhaps the reason lies in the registry branch:
It should be EMPTY
You can also try disabling digital signature verification of drivers
