How to make disk access over network in windows 7?

Hello.
There are some PCs in workgroup'e. Addresses 192.168.0.x are registered on all statics
. I can access some system (C:) disks using unc like \\pc1\c$ or \\192.168.0.x\c$
But others completely refuse to let them.
Enabled / disabled the firewall, the defender service, gave full access to the disk to the "Everyone" group, checked all the checkboxes in network discovery, shared the disk. There are no antiviruses. Even from the PC itself, I can’t access it through UNC.

Or maybe admin balls are disabled on this PC? Do you see them in PC management under shared resources?

If the password is not set for the user, then access to the share under this user is prohibited.
