Chrome, how to restore extensions from a backup?

Friends, such a thing. I reinstalled chrome after copying the Extensions, Extension State, Extension Rules folders. I remember that earlier it was enough to return them to their place and the removed extensions returned. Now, no, it doesn't work. Looks like something needs to be written somewhere. Am I doing something wrong.
The question is what to do? (And when will it all end?)

And if you try to turn on developer mode and download extensions manually? (load unpacked extension) from Extensions folder?
