Win16 / win32 x86 VM on modern processors - which hypervisor / software is better to take?

The task is to run Windows 98 at reasonable speed with the ability to run DOS/4GW applications. The problem is that everything 16-bit on x64 hypervisors is terribly slow, dosbox turns out to be faster. But I want performance at least at the level of Pentium 3. The existing Core2Duo 2.4GHz/4GB PC with VMware Workstation 12 works, even correctly, but it is old in itself, and most likely will be replaced soon (consider it taken away from me now), respectively I want to reserve the opportunity to run win98 at normal speed, but on more modern hardware. The question is - are there any sufficiently specialized hypervisors that allow, say, to allocate one core to a hard core for execution in x86 mode, in which 32-bit NTVDM or its equivalent from the 98th Windows will work at an acceptable speed? As an alternative - can Linux wine work with DOS / 4GW (software under 98e will most likely be able to run, which will allow you not to bathe with virtualization?
