(Win10) After the update, some processes freeze and have a load of 12.5%, how to fix it?

When the computer was turned off, the update was installed. After turning on, the user selection screen appears), after logging in, a black screen and a mouse. The manager opens. Explorer and Host Process for Windows Tasks has a CPU usage of 12.5%(+-0.3%), restarting the process does not help. Through the "File -> Run a new task" cmd.exe, chrome, msconfig is launched. Skype does not start (12.5%). One process in chrome also constantly has a load of 12.5%. In msconfig there is a tab with the Service, from there some programs start, some freeze (12.5%, for example, System Properties, Programs). Processor i7-6700k, core 4, logical processors 8. 12.5% ​​looks like the load of one logical processor (thread?), but in the resource monitor, according to the graphs, this is not visible, there is a different load (from 15% to 100%) on one CPU , no CPU, scored at 100% for at least 3 seconds. I tried to go into safe mode, it's the same there, only the screen resolution is different)
