Explorer and Host Process for Windows Tasks has a CPU usage of 12.5%(+-0.3%), restarting the process does not help. Through the "File -> Run a new task" cmd.exe, chrome, msconfig is launched. Skype does not start (12.5%). One process in chrome also constantly has a load of 12.5%. In msconfig there is a tab with the Service, from there some programs start, some freeze (12.5%, for example, System Properties, Programs).
