Win Server 2008R2 fax + terminal how to set up?

I've been suffering for almost a week now and
decided to switch from server 2003 to 2008R2
set up a fax, everything is sent and received
BUT! the problem lies in the fact that it is during fax transmission that the
transmitted fax is visible only to the user who transmits
and others do not see anything!
although everything is fine when receiving a fax - everything is visible for everyone and the Fax Monitor shows the process of receiving for everyone
I will hang myself soon .... who knows how to solve this problem

@oia

try changing the permission or location of the archive of all sent and received faxes from C: ProgramDataMicrosoftWindows NTMSFax to another one with gray rights for users and the Network Service group

@carryx

or rather, on the F:// drive
for everyone, full access
For the user ts
For the Administrator

today I started to fumble in the processes and reinstalled the fax service , I
noticed this garbage fax accesses the following locations C:\WINDOWS\system32\LogFiles\Fax\Outgoing\FSP355E.tmp C:\Documents and Settings\All Users\Application Data\Microsoft\Windows NT\MSFax\Queue\1CFB8692856AE.FRT C:\Documents and Settings\All Users\Application Data\Microsoft\Windows NT\MSFax\SentItems writes FAST IO DISALLOWED in some places
2. I looked at these folders what rights, it turned out that the FAX group came from somewhere,
I thought it was the same as the Fax Users - I decided to add it and it was added, which means these are two different groups of the campaign
BUT ANYWHERE !!! no such FAX group exists anymore
