Win, nix, android video communication within the network - is it possible?

Good afternoon.
There is a local network isolated from the Internet. part of clients under Window, part under ubuntu and Android. It is necessary to organize text, sound and video communication between these devices. If there is a conference call in general, great. I read about all sorts of Asterisk, jabber and so on, but I still didn’t understand whether video communication in jabber works well, is there any difference which clients to use and whether there are clients for android. and whether asterisk works with PC/Android devices without special IP phones. The server part is desirable on Linux. Put me on the right path in which direction to dig.

You need a server that will organize communication, including video.
It can be:
1. Asterisk
2. FreeSwitch
3. Other, but already paid software
If someone else knows the names of free ones, add them in the comments
. You need to read which of these works better with video. Well, then implement.
Initially, points 1 and 2 were designed for telephony. Video calls are supported, but acc. there may be nuances.
PS:
I will add about clients. Then you don't need jabber itself, you can use softphones, for example X-Lite (or the paid version of Bria) and many others (it's easy to google) with video support.
It also eats md selling hardware phones with video support. Good phones like Yealink.
If you need purely video conferencing, then software specifically for telephony with support for video calls is not entirely suitable for you. Well, you can adapt, but it will look like a crutch.
