How to cure Ubuntu 14.04?

The second time I encounter a problem that puts Ubuntu.
The symptoms are as follows:
- the computer boots up, the desktop is visible, the right mouse works and you can click "Create folder ... File" and so on. There is no taskbar. In general, there is nothing but a desktop and a mouse.
- through the screen settings, you can get into the general settings, BUT all windows do not have a frame with a name and buttons for closing / minimizing / windows.
- reinstalling the system only helps if the /home partition is bombed to pieces. If you mount the old home on the new system, the result remains the same.
I booted into Recovery mode, did repair dpkg, restored system files to the original (fsck), updated grub, in desperation even made clean from the same recovery mode. The result is the same. Empty desktop and right mouse.
In addition to developer tools (php, curl, mysql, mc, a couple of IDEs and other mediocrity), I did not sew anything into the system. Themes and even custom panels did not set.
How to cure?

This immediately says that the problem is yours (which you yourself created!) in the configuration files (directories) of the form $(HOME)/.* . Hide them somewhere, and then restore them one by one.

1. See what settings you are doing.
2. You can temporarily move directories from $(HOME)/ starting with a dot (hidden) and see the result.
3. See if those programs affect the display of the appearance of the window.
