Win 8 Touch: Unable to start RDP Service. Is there a solution?

There is an HP elitepad 900 device, it has Windows 8 touch, full-fledged (not RT, i.e. x86).
And there is a very persistent and keen desire to connect to it via RDP from a stationary machine, which is also on windows. But, for some reason, this is not possible. Namely, on the "Remote Access" form (control panel -> system -> remote access settings) there is no "Remote Desktop" area. There is only an area related to the Remote Assistance permission.

I tried to install the Windows components responsible for remote desktop services (terminal service), but I didn't find anything similar in the list of available applications.
What are the ways out of this situation?
Maybe it's worth transferring the dump of the branch from the windows 7 registry associated with the terminal service (HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\services\TermService) along with the original files (svchost and termsrv.dll), or can I somehow install windows 8 components on the tablet?
Now I'm using rAdmin, but it doesn't suit me very well, RDP works differently. Maybe it's worth looking at some other analogues of the RDP service?
PS
I updated the OS on windows 8.1 (via the market), but the "remote desktop" area did not materialize.
