Will Windows 8.1 be deleted on one PC if Win 10 is installed on the second? I ask because both PCs have the same account and they are constantly synchronized over the Internet

The Windows license is tied to the hardware, not to the account. One account can be used on multiple PCs.
So updating Windows on one of the PCs does not affect all the others in any way.

Will not be deleted. The license does not depend on the account, rather the opposite. For example, I don’t have an account at all, although I have a license.
