The site is now hosted in the Hetzner DC, but the main client flow is 80% from Russia, 10% from Ukraine and the rest from other countries, if the site is transferred to Russia, will the performance improve, will the traffic rise or not?

Depends on what kind of content is on the site. If this is a video, music or something else heavy, then you should move to your audience. Otherwise, just CDN closer.
