Am I using h1-h3 headings correctly?

Hello. I am optimizing my website. I have a question about the title sequence.

Currently the following is: H1 , H3 , H2 . As you can see, they are not sequential. Is it bad?

If used like this: H1, H3, i.e. remove H2 completely. How will it be better?

If you do everything consistently, a large number of articles will have to be redone.

And what's the point in H3 after H1? Use H2, not H3. Or don't like the size? Set the one you want with CSS.
Search engine optimization has little to do with it, but illiterate HTML for search engine optimization is not good anyway.
