Will the Notification Center API be available in OS X 10.8?

Studied the changes in the Mountain Lion API compared to Lion, couldn't find any mention of a notification center.
Googled about the availability of these functions to third-party developers, but nowhere is there a word about this.
Maybe Habr knows what's the matter? Will the Notification Center be available only to system applications or is it just that the documentation has not been completed?
This is how I like the way it works (more functional than Growl) - it would be great if all applications can work with it.
