For cardholders of foreign banks, the most hemorrhoid-free way out is not to show these cards in the Russian Federation, that is, to withdraw funds exclusively through ATMs, but not at bank cash desks, or periodically fly to unwind in other countries, simultaneously cashing out cards and importing into Russia in a suitcase amounts below the declaration limit, for today, if I'm not mistaken, through the "green" corridor you can legally drag $ 10,000 at a time. So let's wait and see where it goes.

The law refers to a certain type of relationship - a bank account or bank deposit agreement. If it doesn't, then there's nothing to worry about.
An account in Yandex.Money, for example, is not a bank account, in Qiwi, PayPal is also.
A certain virtual account, who the hell knows in which system - similarly, a bank account needs an agreement, and not a login and password to the site.
A more complex case is practiced in some Russian banks, taking into account bank cards. I have a card but no account. They maintain one common (and their own) account for all clients. In other banks, the bank card is linked to the client's personal bank account. Outwardly, there is no difference, but formally it is significant (different relations according to the civil code).
There are doubts and solid sums? Then it's best to see a lawyer. For some bribe, they will prepare a "legal opinion" with a signature and even a seal. You will stick it in the nose of the taxman.
