It is necessary to evaluate based on your desired hourly rate. And that's all.
If they ask me to do something simple that requires N hours of work, then I will tell them that it will cost N * hour-rate. At the same time, I will naturally warn people that it is not advisable to contact me with the creation of something simple, because a huge number of more low-specialized people can do it in N * hour-rate / 5 (or / 10).
All other criteria are irrelevant. Is it difficult or not. These are market relations, where everything revolves around supply and demand.

Have you tried calculating the cost of living? How much does it cost to stay 1 day? And how long will you do the layout of the project? This is where you need to calculate + take into account that you yourself are saving up for vacation and medical insurance. This is certainly bold, but at 500 rubles per hour it will be quite nothing.
Evaluating your work by features inside the layout is not true, first evaluate your cost of living, and then sell additional options.

If possible, it is better to check with the customer how much he plans to spend on this work.
Focusing on others/trend/average price is not always correct.
Because there is always an Indian or a schoolboy who is ready to do the same work for food.
Plus, different customers for the same work can pay an order of magnitude different money.
Well, they will tell you now here, conditionally, 100 rubles for the footer, 100 rubles for the header, and 250 for a pink popup with two buttons. And the customer is ready to pay 1000 for all this. Does it make sense for you to earn less?

It is possible to do the following, as I once did. I looked for top and not so freelancers, I interviewed about 30 people in total. He introduced himself as a customer, asked for prices and terms for the layout, asked about technologies and asked to see the portfolio. After he brought everything into a table, evaluated all the data received and deduced for himself the cost of an hour of work. I took the level for which I was able to answer + a little more). An important point, one way or another, but you need to find out the number of real projects and try to make sure that they belong to this person, otherwise the picture may not grow together. Well, make an adjustment for the region of residence of the designer.
