Will the network work if there are more than 200 meters between the extreme points, divided by 4 stupid switches, sections of 50 meters long? The network is being built for video surveillance (8 cameras) and IP telephony (5 phones).

Yes, your scheme will work. The second pair is standard on 100m. Depending on the equipment and the quality of the cable, it will work even at a greater distance.
Why not use optics? With so many intermediary equipment of unclear quality, you reduce the reliability of the system.
