There is such a laptop

2) Will it normally support 4K from both the adapter and the HDMI connector?

1) The monitor will not work through Type-C. This is the most common USB3.0 in a small form factor. In order for the monitor to work, DisplayPort support is required for the port.
The only solution is a docking station with an integrated video card. A list of such docking stations can be found here https://www.displaylink.com/products/find?cat=1&vi...
2) HDMI in 4K never tried
3) No, it is forbidden. See point 1.
4) Charging via Type-C will not work either
