Defect? Or is it a virus?

There is a problem, a black dot the size of a pixel appeared on the monitor, with two darkened horizontal stripes.

I have seen dead pixels more than once, and I know that they do not look right, either they are green / red / blue dots, or just a dead black pixel. And in no way can they have darkened horizontal stripes.
Further, interesting properties of this point were discovered. It does not appear on top of any higher priority tasks. The simplest example - it is not displayed over the mouse. Also, it cannot be displayed over the task manager, MinGW64 console, profile selection window. And of course, it can be caught using printxrin, which I actually did.
A simple google search turned up no results. Although I found absolutely identical situations, there was no resolution of the situation anywhere.

Then I began to dig deeper, and sent the screen to 5 service centers in my city. All 5 answers were the same "-This is a broken pixel, take it to us, we will fix it" . This was repeated even after I explained that the screen was made programmatically on a computer, through a print screen. 4 service centers simply stopped responding to me after I clarified that I had already connected the monitor to other devices, and the dot was not displayed on them. What is surprising is that with other monitors, the dot was not always displayed. Some of them showed up, some didn't.
On forums dedicated to software and technology, they answered me exactly the same nonsense:"-It's a dead pixel, get out of here and read the FAQ" .
But how can it be a dead pixel if other systems with the same monitor do not have it, and on this system it does not appear on top of the usual task manager.
It already begins to seem to me that this is some incredibly rare, malicious software that only a few encounter. But what kind of malware would impersonate itself in such a ridiculous way? So his goal is just to annoy?

Please do not be like the advisers from the forums, and do not ask if I tried to turn the computer on and off. And do not advise me to reinstall the system.
I really hope that they will help me here, since this is probably the only place on the Internet that has the largest number of adequate people.

The cause of the problem has been found. It was an unknown third-party software error - Steam. The source of the problem was identified by Bavashi
. There is probably no solution, turning off the program helped. I would never have thought that one of the most popular programs in the world could create such an error.

Lol faced the same problem, I immediately thought a broken pixel, but so that with such a dimming, and it closes with the cursor, and gets on the screen with scissors. In general, for some reason, I immediately suspected Steam (well, like black, blackout, I hope you understood), cut down the Steam process and the point really disappeared, the problem now is that this point is always with Steam, that is, how you don’t want to or will be without a running Steam or with a point that cuts the eyes a little.

Just ran into this problem. At first I started fixing it with all sorts of programs, then I decided to look for a new monitor. After I accidentally hovered over this point with the cursor, I decided to restart the computer and everything went away! I thought it was a virus, but thanks to this topic, I realized that the problem is in the incentive :)

I have the exact same pixel! I myself was sure that this was a broken pixel and was already upset, but then I noticed that the mouse was blocking it. After the reboot, the point passed.
