If there are reasons for affiliation, they saffiliate (not the point: they will algorithmically calculate or the competitor will snitch).
If there are no reasons for affiliation, then there is nothing to affiliate. Is the logic simple?

In general, the reason is:
1. in confirmation of the fact that the sites belong to one owner
2 .and fixing the fact that all of them (sites) are moving along the same thematic group of requests.

There are no errors in the code, the code is working. So make sure you have $cols and $rows initialized, and check your php version. Since version 5.4, short tags are also outdated, so check that you do not have entries like
