Will regular hosting be enough for a taxi app like ubera, or is it better to take vds or vps? The hosting will have an admin panel and a rest api that will interact with the application!

Load dependent. But of course it's always better to make your own server ... for yourself

It all depends on the load and functionality. But very unlikely and not practical.
