Hello.
Is a laptop suitable for layout with the following parameters:

CPU: Pentium 6405U (2 MB cache, 2.40 GHz)
RAM: 8GB DDR4 2666MHz SSD
: 256GB
Intel UHD Graphics
Display-17.3'' FHD IPS

figma/avacode + code editor?

Available with Core i3-10100U (2.1-4.1) GHz 4MB but 15.6 inches.
Is it convenient to make up, engage in web development on a screen with 15.6"? Or take 17.3" right away?

Prots normal, should pull.
It is desirable to add memory, 8 is back to back.
15" is enough, but this is individual.
17" is better, of course. Although, if you plan to walk-ride-fly, it will be heavy.

Quietly worked on 13 ", and for someone 27" will not be enough, so look at the size of the screen, how you will be more comfortable.
The processor seems to be weak.

The Pentium/Core i3 is an unfortunate choice for the tasks you outlined. They will pull the plow of your tasks for a while, but with absolutely no reserve for the future.
Every year the web becomes fatter both in terms of the size of the files that the browser loads, and in terms of the amount of java script which thrashes the processor as a result.
Buying equipment from the lower segment, you substitute yourself in the future.
I would look at Lenovo S-series, which have at least a Core i5 or Ryzen 5.
