if I'm not mistaken, all root servers, including those serving the ru zone, are located outside the territory of the Russian Federation, so if you disable the channels between the Russian Federation and the outside world, everything will stop anyway. As long as the root servers are not on the territory of the Russian Federation, it is impossible to talk about any autonomous Runet, all their testing and other gestures are a cut of budget money.
Moreover, there is no need to cut the cables, just block the root server, and the entire national zone will collapse.
