Will 64 bit windows work?

Good day! Now the laptop has win 7 32 bit and 3GB of RAM. The task is to put the ssd and raise the RAM to the maximum.

If you can physically stick a bar into a laptop, then you can.
For 10s, a comfortable minimum is 8GB (I would take an 8GB bar if money allows)
In terms of memory frequency, you need to read the manuals for the laptop that it supports (it should be on the manufacturer's website) or take any software that can show the operating memory frequency ( CPU-Z, AIDA) and take a similar memory bar.

in general, if the RAM is less than 4GB, then x64 is better not to install ... it will rise since the minimum requirements are 2GB, but it will work slower and will slow down ...

Up to two GB of RAM when the 32-bit version of windows is usually recommended, as it requires less RAM.
Choosing 64 bits, it is better to have RAM from 4, since usually, 64-bit programs will eat more memory and 3 gigs will not be enough.

Both bars will operate at the same frequency, the frequency will drop to the one supported by both bars.
See if there are free slots where this memory can be plugged in, otherwise it can be soldered.
