WiFi to the establishment via 4G modem?

Hello everyone, a problem has arisen:
We want to give customers the opportunity to surf the Internet for 15 minutes when buying coffee (we have a "coffee to go" point, only a barista has Internet through a 4G modem plugged into a laptop), so here's what you need:

There are routers with LTE. A SIM card is inserted into them. Be sure to take a router not from a telecom operator, because very often they are tied to it.
For a clear selection of a piece of iron, you need to understand the number of connections.

Yes.
1) There are routers with the ability to connect USB 4G modems to them. As there to organize access on 15, it is necessary to think.
2) Or take a new budget PC, insert a modem and WiFi into it. Such a solution is much easier to maintain and customize for business purposes. More reliable, more stable.

Можно сделать с помощью любого Mikrotik'a с USB выводом. У них есть режим работы hotspot.
Правда у меня для вас плохие новости - по текущим законам вы должны спрашивать у пользователей номер мобилы и получать подтверждение по смс.
