Google finds the location via wifi, but they have it predetermined based on the readings of GPS sensors from gadgets. That is, a conditional neighbor from the gadget transmits GPS coordinates and wifi data to Google, and when you then look at IP, in fact, these neighbor data about you are provided.
It's almost impossible to do it yourself.
