Wifi in the office, SMS authorization + statistics?

Hello! We have a network of wifi points from cisco in our office and a great desire to attach authorization to them "public networks with beautiful collection of statistics for each client"
. an SMS gateway is hung up (as an option, a usb modem) and a web server with a welcome page. When trying to connect, the user is shown the start page from the web server, when he drives in his data on it, the script accesses the USB modem, initiates SMS transmission. The user enters SMS into the form and at the click of a button, another script creates an account on the radius of the server, linking it to the poppy address, for example. And then all the traffic is driven to the gateway on which some beautiful kerio stands. Hence the questions
Am I correct in my understanding of how these things work?
-Is there software that you can buy and it will do everything by itself? Fluently on the Internet, everything is offered for rent with payment by the number of SMS. I do not quite understand whether it is possible to do without their gateway
- are there any free analogues of Kerio Control with beautiful statistics in diagrams? (squid?)
