WIFI for a time coffee shop, how to organize?

Good day, I work in an anti-cafe as a hookah man in order to earn extra money, since this year I am entering the 11th grade. We decided to connect WIFI, we have already concluded an agreement with a local Internet provider. And we need to solve a nuance: We
need software through which we will manage WIFI HOTSPOT, i.e. we want to do the principle of work through whitelist. The guest connects to our WIFI, looking for a mac-address we add to the Whitelist and voila, access to the Internet is done in this way, in order to avoid freeloaders. Or authorization through a voucher (login and password individually for each guest).

I recommend starting by reading the so-called. wifi law.

Everything is ready. Look towards mikrotik and its hotspot implementation.
You will need access points themselves + a controller for management + alas, a machine with a radius server.
Authorization can be done as you please, starting from SMS, ending with QR codes.
As a result, it will turn out something like this, as a 2011 or 3011 controller

Access points - here you can buy several hap ac lite without fanaticism

How do I scatter several APs and make seamless roaming, better than installing one and unscrewing the signal strength :) This will turn out to be an economy option. you just need to remember that he has 100 megabit ethernet.
radius server - any decent basin.
But you should also remember that:

Since you are not a telecom operator, you will have difficulty with this. As a second option, make wifi closed and already inside it once again authorization for tracking, for example, by time.

And there the rules have recently been changed, now you need to sort of identify the user before giving him WiFi ... because. you need to ask for documents and then split the passwords. Otherwise, you can be fined if they find out.

Definitely get acquainted with the law (first of all, the registration of devices from which parameters should already go), as Alexander Shmelev recommended .
And so, see ready-made mikrotik solutions, but if there is no experience and understanding in the operation of networks, you can look at Ubiquiti. Ubiquiti has a "poke" setting of points and a controller for the necessary needs, intuitive even for a monkey - right in the controller settings, through the checkboxes, you can divide it into a guest / public network, what types of authorization you want, you can use the same vouchers, etc. Mikrotiks are more flexible , a little cheaper (but not by much), but when configuring, with a lack of experience, problems may arise - but again - there are kilometers of documentation on them, and are widely used - help is not difficult to find.
I myself used Mikrotiks as routers at remote offices - there were no problems in operation, however, during the configuration (especially at the beginning there were questions). The Wi-Fi network was deployed in 2 places: in a warehouse (16 points, seamless) and in the office (3 points, seamless) - both on ubiquiti unifi AC - for 4 years there have been no problems, updating the firmware and controller and points passes without errors, when configuring problems did not arise at all, everything is simplified as much as possible in the web interface.
