Wi-Fi connection blocking - how to overcome it?

Roughly speaking, in the N-th institution, there is a certain local network. About 500+ computers with different access rights are connected to this network.

In fact, there are four categories of access rights: Administrator / Teacher / Educator / Student.

There are also 3 Wi-Fi networks, it is practiced to connect via twisted pair (ethernet).

Of the three Wi-Fi, 2 with unlimited access, one with limited access (for schoolchildren).

Schoolchildren got the password from the Wi-fi network with unlimited access. And they joined her.
But after fixing the traffic for 30 gigs (the tanks were pumping), a ban came on connecting to the network.

The students looked at the MAC address, changed the Managed MAC address flag from Disabled to Enabled in the settings of the network adapter on the computer (their own), and entered the administrator's computer's MAC. At the same time, by turning on flight mode on that computer (administrator's).

I was unable to connect to the network after that.

What's wrong? Have we not changed the mac, or is it not only the mac-address of the device that is used when blocking?
