Why WYSIBB encoding is wrong?

Transferred the site from one hosting to another and this appeared.

Transferred JS itself to Windows-1251, but still the same.

The plugin itself was taken from here: wysibb.com

How to fix this problem?

UPD: I changed the encoding in the browser to UTF-8 and everything was in place, but my site is completely on Windows-1251

The web lives on UTF-8. It's better not to mix different encodings in a bunch and use UTF-8, I recommend forgetting about CP-1251 (Windows-1251).
Specifically on your topic: look in what encoding the content is given by the web server.
