Why won't Windows install from a flash drive?

You need to install Windows 7, there is a flash drive. When recording and loading, the installation does not start, but at the same time, any Linux distribution starts with a bang.
He wrote to everyone that he just found, Ultra ISO, Rufus, WinSetupFromUsb and a bunch of other software from Google. I even tried to mount the ISO via grub, but it didn't work.
What is the problem? Maybe you need to tweak something in the BIOS? For I booted from the same flash drive with Windows through Qemu on the same PC without any problems.
// UPD, There is a current working windows on this PC, I tried to run setup.exe from the unpacked image - errors fell on the lack of a DLL.
The image is 100% working and not broken.

1) Create an MBR flash drive
2) Create one partition
3) Set the "boot" flag on the partition
4) Format the partition in ntfs.
5) Unpack the contents of the image onto the mounted partition.
6) Boot from a flash drive.
7) Forget about Ultra ISO, Rufus, WinSetupFromUsb and other nonsense.

Perhaps a USB 3.0 port is being used? If so, then use port 2.0. Otherwise, most likely the problem is in the flash drive itself and it should be replaced.

I sometimes come across laptops, during the installation of Windows 7 from any USB connector it does not find the hard disk driver (Windows original). In this case, I run WinPe (for example, MultiBoot 2k10) Windows 7x64 and use the 78Setup or WinSetup2k10 utilities on board this Live CD to install Windows from the image.

Use easyBCD or find a guide on the Internet on how to upload an image to a USB flash drive using the diskpart and xcopy console utilities. Guides on the first page of Google, everything is done very simply and quickly.
Pluses easyBCD - gui, the ability to stupidly copy several images (windows, tench, winpe, others) to a USB flash drive and create a boot menu.
The advantage of the second option is that you don’t need to install anything, you only need a mounted (at least into a real DVD disk) image of Windows and nothing more
