Why won't Windows boot?

Or an algorithm of actions for a non-booting computer.
I count on the help of professionals working in the field of maintenance in service centers. Friends, please tell us what liveseed utilities you use. What do you check first. How to copy data before a new installation of the system. How to install Windows, configure, and then make a "cast" in order to return everything to that working state if necessary. Not only is the question very vague, but there is more than one. Regarding the download - there are a lot of reasons why Windows does not load, and you need to start with how exactly it does not load - does the download start at all, if it doesn’t even start, then what kind of message is displayed, if it starts, then how it ends - the computer freezes or reboot, and so on. And for each option its own algorithm of actions. If any message is displayed, we hammer it into Google and read it carefully. If it starts to boot, but then reboots or freezes - first, through F8, we try safe mode, then, if it's Win7 and older, boot recovery, then, if that doesn't help, through the installation disk. In general, each time according to the circumstances. It is difficult to describe all possible cases.
Saving the data of the old system is the second question. If the old system boots, then directly from it. If not, we take the installation disk, run it, exit to the recovery console and copy everything we need from there. It happens that a section from the console just doesn't mount - either file system errors, or something else. Again, everything depends on the circumstances. The case is different
