Is there a speech recognizer for Windows?

In Android, everything is very simple. There is a virtual keyboard, and you can select voice input on it. There is something for Windows 10. That you could select any field and immediately write in it with your voice. It is not convenient to open speechpad.ru and copy the text from the browser to another field every time

There is still no support for Russian recognition in windows, there are third-party engines, they are rather weak.
No worse than Google with Russian, only Yandex works. Frameworks are paid.
There is a special windows voice recognition api, you can work with it, but once again this is a layer to the engine that needs to be installed on the client's machine. This is not possible without administrator rights, or it is its own engine with its own api.
Try the chrome engine (maybe it is partially or completely online)

you can make your application based on it, then you can control it with the simplest html5 attributes.
