Why won't Windows 10 shut down?

Hello.
Ten cannot fully complete the work. That is, it does not go into sleep or hibernation there, but does not end at all.
The scenario is like this.
Start > Power > Shut down > shutting down applications, the screen goes blank and everything seems to be OK. But no.
The phone connected to the laptop continues to charge and you have to turn off the laptop by a barbaric method by holding the shutdown button for 10 seconds (is it critical for the device?).
As I understood from the Internet, the problem occurs more often with Dell

Yo, mastered the space like that.
Win > Device Manager > Intel(R) Management Engine Interface > Properties > Power Management and disabled the checkbox. Removing the drivers back to 9.xxx didn't help at all. Don't even try.
This is victory. My favorite ten works, hooray!

1. Control Panel, "Power Options", "What the power buttons do", "Change settings that are currently unavailable" and uncheck "Turn on fast startup (recommended)". It will turn off completely, but the download, when turned on by time, will be like when you reboot.
2. There is a setting that allows you to charge your phone via USB from a turned off PC. Try turning it off. Most often in the bios. Through the settings, too, I saw somewhere, but I forgot where.

This feature appeared at least in the eight, the "normal" shutdown does not complete the work completely. You can verify this by turning the computer back on and checking the uptime (systeminfo) or by the event log (you will see the exit from sleep mode). In the eight with the menu of the classic "Start" button installed, this behavior occurs when you click "Start" - "Shutdown ...", and "normal", complete shutdown - when you click "Start" - the arrow on the right next to "Shutdown ... " - "Shutting down ..." (in the menu that appears on the right). In the top ten, probably, the "normal" shutdown was hidden somewhere by default.
