Why won't Web torrent open on windows server 2012?

I downloaded web torrent from the official site of Utorrent - but after installation the program itself does not open. After opening the program, according to the idea, a browser should open and a browser torrent tab should appear - but there is no such thing. When opening the site directly - utweb.trontv.com/gui/index.html#/library here is the error (prnt.sc/10hft5y)
