How to distribute torrents through the cloud?

Some time ago, I received an invitation to a closed torrent tracker dedicated to music. However, the intention to share what was accumulated and bought brought down the speed of the Internet.
I have an ADSL connection at 10/0.5 mb/s.
I'm trite, I can't distribute music normally.
And then I thought about Google Drive (and other cloud services). What if you place the file there, create a distribution on it. Is it possible to implement this?
