Why won't PyCharm open?

When you first open PyCharm Professional, as it should, a window with the initial settings (theme, plugins) opens, after that PyCharm hangs in the task manager as a background process, eats 15% of the CPU and nothing else happens, there is no interface.
Restart doesn't help. Reinstalling doesn't help. Clearing the ".PyCharm2018.3" folder doesn't help.
I even tried to download a pirate, the same story.
Before that, there was a Community version, it worked like a clock. I decided to put the Pro version for 30 days, learn django and buy it if you like it.
Has anyone encountered such a problem?
