Jupyter won't open, where is the problem?

I'm trying to open jupyter notebook in pycharm (professional version)
I installed the jupyter package, everything is fine on the working PC, on the home PC it gives the following
1) t.ipynb - inside the analyze folder

2) q.ipynb - inside the project folder it already says that the package is not installed
