Modules, libraries installed with pip d SUBLIME TEXT 3 do not work?

The requests module works in IDLE, IS INSTALLED IN PATH, DOES NOT WORK IN SUBLIME OR PYCHARM

1) pip version? If 9.*, then modules fall into ~/.local/lib(64)
2) Look at PATH. Add the path to the local lib
3) which python and where is it installed?
And in general, show the version of pip and PATH.
