Why won't my computer go to sleep?

Windows7 SP1 Professional.
The power plan is set to sleep after 2 hours, but it doesn't.
Only the monitor turns off and the PC continues to work.
Tried to make a powercfg -requests request. Returns:

Look in the BIOS settings to see which devices are allowed to wake up.
