The desktop experience is a standard feature of the user OS, and is not available on server OSes by default.
They provide the ability to personalize the system, add some features for "housewives" like "disk cleanup", etc.
If you do not have them in the desktop version, then this is either an assembly or a damaged OS.
User operating systems do not have standard mechanisms for installing this component, since this is not required.
