Why won't Linux shutdown?
I have Elementary OS Freya. I installed it instead of Ubuntu 14.04 by completely formatting the disk. Faced with the problem that the laptop does not turn off.
There is an Elementary logo, blinking shadows but does not turn off. I have to cut off the power ...
In the logs, the latest writes: killing all remaining processes [fail]
and that's it, it's worth it.
Searched the forums, there are similar problems, but not the same. For others, after Fail, something else was written and they were advised to turn it off / restart through the terminal. As such, it didn't help me.

the reason is in the tambourine.
crookedly installed, turn off the power and install a normal OS.
Or type
kill -9 `ps aux | awk '{print $2;}' | xargs`
Look in the logs for which process cannot be terminated, then find out the reason why it is not terminated.
There was a similar problem. It was some kind of bug. Did an update and it's all gone.

What if init is 0?
it's pretty harsh, not pretty, and probably not even very safe, but it should work
