Why won't Linux Lite start without a second HDD?
When I installed Linux, I already had an old HDD (sdb) instead of a drive, but I didn’t use it during the installation, but without a disk it doesn’t start and asks me to press Control + D, and this is a cycle. Above, the commands "systemctl reboot", "exit" are written, where I did not find where to enter, I pressed everything that is possible and combinations too. Could this be due to the "Connect at system startup" checkbox being checked in the gnome-disks utility?

Yes, because of this.
Remove mentions of this disk:
sudo nano /etc/fstab
Then start up without it.
The system tries to mount it at startup.
