Why won't https listener start in powershell?

Good afternoon! I am doing ssl authorization for remote execution in powershell
according to this manual

Everything is slowly moving, however, when I try to create an HTTPS listener, I get the following
output:

New-WSManInstance : Элемент XML SOAP в сообщении не соответствует определению соответствующей схемы XML. Измените элемент XML и повторите попытку.
