How to create thumbs.db with a script?

There is a catalog of countless folders, mostly with jpg. Users have read-only access when they use it, they want to see thumbnails, but not all folders have thumbs.db and thumbs.db may not always be up to date.
Is there an option to automatically create thumbs.db for all subfolders without having to manually go through them in explorer under admin?
