Why won't Firefox and Chrome update css?

Long story short, I change the css properly by adding "?+numbers" after the css name, and these two pedalurgical browsers don't make any changes to the styles. It's a shame for the users of the site!
Opera and Yandex browsers change as expected without a forced update.
