Why won't downloaded files open?

Updated to stable 40.0.2214.95 - a problem appeared: downloaded files do not open, but always throws them into the download folder, even when clicking on "Open" in the download panel. Who has noticed this and how to fix it?

40.0.2214.94 - and something similar began.
My downloaded files stupidly do not have an extension, everything is ok in other browsers. Look at yourself.
