Because different location detectives use different logic. By the way, 2ip.ru and 2ip.ua use different logics - which one did you look at? There is also whatismyip.com and a bunch of other resources. Here I have a VPS in Holland, so different detectors put it everywhere the poor fellow did not stick it - from Belize to the city of Ramon (it seems to be in the Voronezh region)

It's simple, because Digital Ocean is from the USA and ip is also from the USA
