How to set up a VPN server on one server with multiple IP addresses?

Hello, I want to set up a personal VPN server on a dedicated server with several IP addresses (I plan to take, for example, firstvds for 32 IP addresses), so that later I can connect to this VPN and access the Internet under different IPs.
I couldn't find any guide on the internet on how to do this. There are at least two key questions:
1) How should it work, what software to use on the server and how to set it up?
2) Which VPN client should I use on my PC to connect to my VPN and choose different IPs?

VPN is responsible for the communication channel between VPN client and VPN server. Where the traffic goes next is none of his business. This is done by the standard routing procedure using the routing table settings, and firewall rules can also wedge into the process.
You can set a rule on the VPN server in the firewall for packets to the Internet received through VPN, forward to a specific interface. You can change this rule manually by a script or by some other conditions.
Another option - you can configure 32 VPNs (1 for each external address), each VPN will have its own subnet, 32 rules are written in the firewall in the same way for forwarding packets received from the corresponding VPN to its interface. In this case, the address selection occurs on the client side (connect to the desired VPN).
Instead of 32 VPNs, you can use 32 different clients in one VPN with fixed addresses. The bottom line is that in the firewall rule you could distinguish them.
All of these are theoretical considerations. The specific implementation will greatly depend on the chosen OS for the VPN server, the selected type of VPN, something else.
