Why VPN only works when Open Server is running?

I used one chrome extension to bypass the VK and KinoPoisk block (I'm from Ukraine), but suddenly it stopped working. The extension store has a lot of reviews that the extension does not work. But when I run an open server on my laptop, this extension starts working and VK and KinoPoisk open. Why is that?

Maybe it opens some ports ...
Try TouchVPN, it did not let me down
